Job Description:
The Southeast For-Hire Integrated Electronic Reporting (SEFHIER)
program uses electronic reporting to collect data on catch and
effort from all for-hire vessels (- 3,500) with federal for-hire
permits for reef fish, coastal migratory pelagics, dolphin wahoo,
and snapper-grouper in the Gulf of Mexico and Atlantic Ocean (Maine
to Texas). For-hire industry members requested electronic
reporting, and the Gulf and South Atlantic Fishery Management
Councils approved this as an amendment to fishery management plans.
The SEFHIER program began data collection in January 2021.
Lead Auditing Analyst Tasks and Deliverables
Answers customer service phone calls and emails
Answer phone calls during assigned duty hours on the customer
service line and provide immediate responses to customer
inquiries
Have two (2) Contractors coving phones daily with start times
staggered to allow coverage of the call service line (only need one
person for the first hour and the last two hours due to reduced
call volume)
Refer calls, or offer callbacks, to the appropriate contact as
needed
Respond to voicemails and emails within 24 hours of receipt (by the
next business day for messages received on Friday or on a
holiday)
Provide information in response to customer requests using
appropriate policy, regulatory, FHIER information, API error
message dashboard, or guidance documents
Document all calls or emails in the SEFHIER correspondence module;
information includes, but not limited to, customer name, vessel,
concern, and resolution
Provide information to outreach coordinator for communications with
internal and external customers within time frames given for each
task
Ensure that the agency messages are used during communications with
customers and abide by NMFS/SERO policies, regulations, or
guidance
Keep SEFHIER manuals up to date with latest policy and
procedures
Daily:
Answer calls or return calls during regular duty hours (0800-1800
ET)
Respond to emails as needed within 24 hours of inquiry
For controversial emails, works with program manager on
response
Record Q&A log sheet
QA/QC and Compliance Fishermen Contact
Call fishermen during assigned duty hours to address errors in
reports (e.g., logbooks, declarations, or did not fish reports)
Refer calls, or offer callbacks, to the appropriate contact as
needed
Respond to voicemails and emails within 24 hours of receipt (by the
next business day for messages received on Friday or on a
holiday)
Provide information in response to customer requests using
appropriate policy, regulatory, or guidance documents
For controversial topics, works with program manager for an
appropriate response
Document all calls or emails in the SEFHIER correspondence module;
information includes, but not limited to, customer name, vessel,
concern, and resolution
Daily:
Answer calls or return calls during regular duty hours (0800-1800
ET)
Respond to emails as needed within 24 hours of inquiry
For controversial emails, works with program manager on
response

Account Creation Validation
Complete account request within 1-2 business days
Provide information in response to customer requests using
appropriate policy, regulatory, or guidance documents
Document all calls or emails in the SEFHIER correspondence module;
information includes, but not limited to, customer name, vessel,
concern, and resolution
Internal Data Checking
Check internal data to for inconsistencies and ensure changes are
made as appropriate
Provide list of systematic and non-systematic errors to program
manager; worked with invested parties to correct inaccuracies
discovered during checks
Provide information in response to customer requests using
appropriate policy, regulatory, or guidance documents
Document all calls or emails in the SEFHIER correspondence module;
information includes, but not limited to, customer name, vessel,
concern, and resolution
Record types of inconsistencies found and ensure they are
transmitted to the NOAA Project Lead
Assigning QA/QC Duties to Auditing Team Analysts
Review the overall program compliance status to determine
focus/priorities for outgoing compliance related calls, including
running auditing reports in the program web-based interface.
Research and discuss review and findings with NOAA Project Lead
including focus/priorities and the reason for that decision
Compliance Override Determination
Determine when to override compliance or raise the decision to the
NOAA Project Lead
New issues require SEFHIER program managers approval and must be
requested within the same business day
Existing or known issues (instruction from the SEFHIER program
manager has previously been provided): researching the current
user's issue and making a determination is required within one (1)
business day including follow up with support team member on
override determination
Ensure team member documents the reason for the override and who
approved it in the correspondence
Meetings
At a minimum, meet for at least 15 minutes, twice a month to review
program auditing updates
Provide program manager with updates based on real SEFHIER data,
using data from FHIER or other sources as necessary/discussed
Attend all SEFHIER meetings when working
Show up to meetings on time, and participate when called on and/or
with relevant questions
Provide detailed and accurate information, as requested
Review any notes for accuracy
Enter daily time/activity reports
Log daily time spent on activities and raise concerns to Program
Manager
Review Auditing Team Analysts' entries/time, raising any concerns
to the contract program manager immediately
Document daily activity time in google excel spreadsheet
Job Requirements:
Advanced proficiency in MS (Word and Excel) and Google Suite
products; advanced proficiency includes the ability to perform the
following:
MS Excel/Google Sheets: pivot tables, formula functions,
formatting, creating charts, linking workbooks, sorting and
filtering, Data Analysis ToolPak
MS Word/Google Docs: formatting and page set-up, creating tables
and figure captions and lists, mail merge, mailing/printing mailing
labels, and tracking changes
One (1) to three (3) years of experience with auditing and querying
large datasets, and working in a relational database to run
auditing reports and track auditing changes and compliance related
activities
Excellent interpersonal and customer service skills, ability to
deal with challenging personalities
Knowledge and experience working with federal fisheries/fisheries
management, or research in these subject areas
Ability to lead teams, direct workloads, review staff activity
reports and work closely with Program Manager to successfully run
the program
Experience in auditing records and presenting auditing results in
plain language
Preferred:
Experience with SAS and/or R is desirable
Bachelor of Science degree in a field related to biological science
or biological statistics
Experience and knowledge of SQL database language
Knowledge of fishery management processes (e.g., fishery management
councils, fishery management plan amendments, fishing
regulations)
Experience working directly with the fishing community
Three (3) or more years of experience performing auditing work,
which includes experience with performing data QA/QC and/or
compliance type work to assist in the development and operation of
vessel compliance with federal permit reporting requirements
Job Details:
Remote
Flexible hours of operation unless covering the general SEFHIER
customer call center queue or VMS call center queue - 8 am to 4:30
pm eastern, Monday through Friday.
No travel
