Job Description

The Loudoun County Department of Housing & Community Development is currently seeking an energetic, experienced, qualified individual to serve as the Community Development Project Manager. This position will serve as project manager for rehabilitation and community development projects, including obtaining and facilitating funding for projects and coordinating with other departments as required.
Duties of the position include:


  • Manage the Loudoun Emergency Repair and Accessibility Grant and home rehabilitation programs.
  • Administer the Granting Freedom program for veterans with service-related disabilities and the Rental Unit Accessibility Modification (RUAM) program.
  • Develop and implement new rehab programs consistent with the Unmet Housing Needs Strategic Plan (UHNSP) such as a rental rehab program.
  • Obtain funding for redevelopment of commercial buildings for housing; provide oversight of loan commitments and construction details for renovations and energy retrofits of older apartment buildings obtaining County loans and other complex housing rehabilitation activities; pursue energy efficiency grants.
  • Serve as the in-house expert on housing repair, energy-efficiency improvements, universal design improvements, and accessibility features--advising staff, developers, other departments, property owners, and the Board of Supervisors.
  • Manage water and sewer connections and home repair projects for identified communities.
  • Collect, analyze, and summarize income verification and eligibility data for applicants for housing rehabilitation assistance in the form of grants and/or loans. Assist homeowners with obtaining bids and selection of contractors to perform housing rehabilitation work.

    The successful candidate will be able to:

    • Apply project management skills to ensure successful, timely on-budget completion of projects.
    • Oversee and manage construction projects; inspect sites and meet with County personnel and contractors to ensure projects are completed on time and keep customers informed of progress.
    • Coordinate with staff from other departments including Planning and Zoning, Economic Development, Building and Development, the Health Department, General Services, and Family Services to accomplish objectives.
    • Acquire, manage, and direct commercial contract services for engineering, maintenance, and repair.
    • Track the status of multiple projects.
    • Coordinate design submissions with regulatory agencies, such as the State Historic Preservation Office.
    • Provide information about options for financing strategies and obtain resources for rehabilitation and energy updates.
    • Coordinate design submissions with regulatory agencies as required including environmental reviews.

      Knowledge, Skills, and Abilities:

      • Experience managing multiple, complex projects.
      • Knowledge of federal and state historic district and landmark preservation regulations and historic tax credits.
      • Knowledge of housing rehabilitation programs funded by CDBG, HOME, and other public/private sources.
      • Knowledge of applicable building codes; health and life safety codes, requirements, and stands; and ADA standards for accessible design.
      • Knowledge of project management principles and methods.

          Job Requirements


          • Bachelor's degree in field related to Housing and Community Development; four (4) years of related work experience, or equivalent combination of education and experience.
          • Project management certification is preferred.
