Job Description:
The Loudoun County Department of Building and Development is
currently seeking qualified applicants for the position of Deputy
Director. This is a senior-level position that provides leadership
and oversight for the Department's Land Development Planning,
Natural Resources, Permitting, Code Enforcement, and Land
Development Engineering Divisions. This position is responsible for
the timely administration of federal, state, and local regulatory
programs, including Uniform Statewide Building Code, Stormwater
Management, Erosion and Sediment Control, Floodplain, Natural
Resources, Site Plans, Construction Plans and Profiles, Performance
Bonds and Subdivision of Land. The Deputy Director oversees the
management of multiple, highly complex projects, coordinates
problem-solving of emergency or ad hoc projects assigned by the
Director, provides strategic planning for the department's long and
short-term goals and objectives. This position presents to
community members, the Loudoun County Board of Supervisors, and
other public forums on a wide variety of land use and construction
activities and is responsible for leading and managing a
high-performing staff, as well as maintaining a professional work
environment in accordance with County policies and procedures.
Successful candidates will possess a general knowledge of the
theory, principles, and practices of land development activities,
engineering, planning, and code enforcement; the ability to solve
common and unusual problems associated with construction and land
development; general knowledge of applicable Federal, State and
local laws, codes and ordinances; the skills to defend regulatory
requirements; as well as the ability to determine the efficient and
effective use of human, fiscal and material resources. Candidates
must possess excellent communication skills and the ability to
develop strong working relationships with the Department Director,
members of the Board of Supervisors, other County staff, state
agencies, and regional partners. Job RequirementsMaster's degree in
Business Administration, or Public Administration with courses in a
department related field or a Master's degree in a related field
such as Engineering, Planning, Natural Resources Management; six
(6) years of related work experience with increasing responsibility
including two (2) years in a supervisory or management role; or
equivalent combination of education and experience. Salary
Commensurate with Experience Special Requirements Prefer
senior/management certification in an area related to the assigned
department and active membership in job-related professional
organizations. This position may qualify for relocation assistance
in accordance with County policy. This position requires a valid
driver's license, driving record, credit, and criminal background
checks.
