the position. Position Summary: ISI Professional Services is
seeking a Construction Management Representative to support the
National Park Service (NPS) at the White House and President’s
Park. The Construction Management Representative will provide
cradle-to-grave project management assistance, construction
oversight, technical analysis, and stakeholder coordination on
complex, high-visibility projects involving multi-year phasing,
jurisdictional challenges, and sensitive historical and
environmental constraints. The Engineer will oversee, manage, and
inspect the work of various contractors for progress, quality, and
compliance with contract documents. This role requires strong
technical, communication, and conflict resolution skills and the
ability to support the NPS Project Manager and Contracting Officer
through all phases of project delivery. Responsibilities: Assist
the NPS Project Manager in cradle-to-grave project management and
administration. Oversee and inspect the work of design and
construction contractors. Actively manage, monitor, and report on
project progress, quality, and conformance. Coordinate closely with
Project Manager and stakeholders to resolve issues and delays.
Draft formal correspondence and project documentation for
Government review. Review Government and contractor-produced
designs, shop drawings, submittals, and plans. Assess
constructability and logistical feasibility of proposed designs and
plans. Prepare scopes of work, independent government estimates,
and technical documentation. Assist with contractor proposal
evaluations, fact-finding, and negotiations. Track and review
submittals, schedules, Division 01 compliance, and contractor
payments. Coordinate contract modifications, RPPs, and cost
estimates. Respond to RFIs and resolve disputes through
coordination and clear communication. Monitor overall contract
performance and recommend corrective actions. Participate in and
document project meetings and weekly stakeholder calls. Conduct
field inspections and generate daily diaries, deficiency lists, and
punch lists. Ensure completion of close-out documentation including
O&M manuals and warranties. Minimum Qualifications: Must have
an active Top Secret clearance. Must have a bachelor’s degree in
engineering, construction, or related field from an ABET-accredited
institution of higher learning WITH at least 2 years of relevant
construction and engineering work experience AND EIT certified in
one of the 50 states or U.S. territories, preferably the District
of Columbia, Maryland, or Virginia. OR 3 years of post-secondary
education in an ABET accredited engineering program (or related
science) WITH at least 6 years of relevant construction and
engineering work experience. Minimum of three (3) construction
projects in the past five (5) years, each valued at $1 million or
more, serving as a Construction Manager, Construction Management
Representative, Owner’s Representative, Construction
Superintendent, or equivalent. Experience must include oversight of
multiple construction trades and daily coordination with the
Government/Owner. Field experience on projects within secure
facilities or campuses with restricted access, as well as projects
in close proximity to sensitive natural or cultural resources
(e.g., historic buildings, artifacts). Demonstrated ability to
represent the Government’s/Owner’s/Firm’s interests, communicate
effectively with diverse stakeholders, and assist with or perform
negotiations in a construction environment. Experience reviewing
engineering designs, contractor shop drawings, and vendor
specifications/plans to assess constructability, practicality, and
compliance with established standards and requirements. OSHA 30
Hour Construction Safety Training or receive within 90 days of
award of Call Order. Must be able to open and manipulate Primavera
Project Planner (P3) schedules. Preferred Qualifications: CCM, PMP,
LEED AP, AIA, PE White House and/or President’s Park experience
