preventing and ending homelessness and domestic violence. In the

of nearly 2,000 individuals, half of which were children. Our

-About the Role: -The Director of Loudoun Homeless Services
oversees the day-to-day operations (to include service delivery,
program development, and facility maintenance) of the Loudoun
Homeless Services Center (LHSC). The LHSC currently provides the
following programs: -
- Emergency Shelter Program (families and single individuals)

- Hypothermia Shelter (single individuals) -
- Drop-In Day Program (single individuals) -
- Rapid Re-Housing (families and singles) -Working as part of
Shelter House's Leadership Team, the Director is responsible for
developing strategies to accomplish organizational and program
goals in accordance with agency values and guiding philosophies.
The Director is responsible for ensuring that best practices are
implemented and maintained according to program type. The Director
will collaborate closely with Loudoun County Government and local
non-profit providers serving households experiencing or at risk of
homelessness to ensure continual progress toward preventing and
ending homelessness in Loudoun County. How you will contribute: -
- Provide leadership, direction, and oversight of the Loudoun
Homeless Services Center including the Emergency Shelter Program,
the seasonal Hypothermia program and the Drop-In Day Program. Works
closely with the Continuum of Care in Loudoun to provide Rapid
Re-Housing services. -
- Actively participate in CoC meetings to promote interagency
collaboration and continual progress toward preventing and ending
homelessness in the county; adapt and improve programs serving
households in Loudoun County to meet the changing needs of the
population and community. -
- Provide direct supervision to the Assistant Director of
Programs (ADP) and Assistant Director of Operations (ADO) and
Ensure coverage of all essential duties of each position in the
staff member's absence/position vacancy. Supervise interns as
needed. -
- As the supervisor of the Assistant Director of Programs, ensure
the case management team implements a low barrier, strengths-based,
trauma-informed, housing focused, and solution-focused approach in
all programs; support staff in navigating cases that require higher
level solutions and provide support in handling mental or physical
health crises. Ensure that services are implemented in accordance
with agency philosophy, best practices, grant and contract
requirements and all applicable federal, state and local
regulations. -
- As the supervisor of the Assistant Director of Operations
ensure the shelter operations team supports residents using low
barrier, strengths-based, trauma-informed, housing focused models
and maintains safety and security for shelter residents. Ensure
facilities, including the commercial kitchen, are in compliance
with health and safety regulations; address issues that arise in a
timely manner. Support the Assistant Director of Operations in
assembling essential personnel to work during safety / weather
emergencies. -
- Working closely with the Data Team, ensure the program is
compliant with HUD Data Standards and Loudoun County HMIS
requirements; ensure agency HMIS users are trained and supported;
ensure statistical and other reports are prepared and submitted;
ensure quality assurance activities are completed and satisfy
contractual obligations.
- In partnership with our Development Team and the LHSC Community
Coordinator, ensure in kind donation needs are met for the LHSC,
ensure volunteers receive a warm welcome and are oriented to
Shelter House standards, and that in-kind and monetary donations as
well as volunteer hours are documented and tracked. -
- In partnership with the Director of Development, cultivate
mutually beneficial relationships within the community to increase
donor engagement, partnerships and to develop strategic
introductions when appropriate. -
- Ensure that the Hypothermia Program is organized, advertised,
and coordinated with the community. Additionally support operations
during the hypothermia season and ensure staff are trained and
supported in operating this program. -
- Oversee services provided by contractual employees and vendors
at the LHSC facility. -
- Develop and maintain program specific internal policies,
procedures, and workflows - in line with Shelter House policies -
taking current contract/funder requirements into account. -
- Ensure regular client feedback is gathered. Our programs exist
to support our clients and their input into our programs and
processes is valuable. This feedback should be used to inform
program changes and improvements as well as to evaluate the
program. -
- Ensure program outcomes and funder/grantor expectations are
met; complete any required reports and prepare for and participate
in regular audits and site monitoring visits. -
- Facilitate the client appeals and grievance process related to
extension requests, discharges, case conference meetings, etc.
- Ensure compliance with and update emergency preparedness plans.

- Serve as the program representative to various committees and
workgroups. -
- In partnership with the Marketing and Communications Manager
and Loudoun County DFS, communicate any branding needs, such as
social media outreach/Shelter House flyers/etc. Submit monthly
success stories or any additional information, such as program
needs, to be included in e-newsletters, social media, website, etc.

- Deliver informational speeches and presentations to external
parties about Shelter House and homelessness at the request of the
Executive Team and to support the Development Department. -
- Work with Shelter House Finance Department to ensure efficient
and appropriate expenditure of the program budgets and that program
needs are met.
- Provide coaching, development, and support to direct reports
and the LHSC team through regularly scheduled staff meetings,
manager meetings, one on one meetings, and evaluations. Verify and
approve staff timesheets, leave requests, check requests, and
mileage reimbursements. -
- Serve in an on-call capacity as the liaison to Loudoun County
DFS and to help staff address crisis issues. -
- Proficiently operate computer, fax, printer, copier and
Microsoft Office products (email, calendar, drive, etc.). -

- Perform other duties deemed necessary to support the program
and agency -About you: -Required:
- A master's degree in human services/ related field or
commensurate experience -
- Minimum 3 years of program and staff management -
- Exceptional communication skills, both written and verbal

- Experience working in homeless services and/or programs -
- Experience working with people from diverse racial, ethnic, and
socioeconomic backgrounds. -
- Strong administrative ability and attention to detail -
- Ability to provide leadership and services in alignment with
Shelter House's mission, vision, core values, and service delivery
models and philosophies - including Shelter House's commitment to
promoting racial equity and anti-racism. -
- Ability to prioritize competing priorities and make sound
judgements -
- Ability to complete tasks while navigating frequent
interruptions -
- Ability to deliver creative, resourceful solutions to unique
challenges -
- Ability to create and foster relationships with community
partner agency staff -
- Ability to proficiently operate a personal computer, fax,
printer, copier and Microsoft Office products (email, calendar,
drive, etc.). -
- Valid Driver's License -
- Willingness to work evenings and weekends Preferred: -
- Experience leading/ supporting programs serving households
experiencing homelessness and/or domestic violence -
- Experience leading/managing in a residential/24-hour program

- Annual TB Test is required -
- Ability to sit or stand for long periods -
- Ability to lift items weighing 10-20 pounds -Must be fully
